Organisational structure

The Conference is organised and implemented through the coordinated effort of the three key partners that work together with each contributing specific roles and responsibilities. In summary, this includes the following:

1) The Advisory Board which sets out the ambition for each Conference, is represented on the Organising and Scientific Committees and provides technical advice on directions for tobacco control.

2) The Local Partner (currently Cape Town Consortium), which appoints the President of the Conference (Dr. Flavia Senkubuge), is represented on the Organising and Scientific Committees and engages critical local stakeholders in supporting, promoting and funding the Conference.

3) The Conference Secretariat (currently International Union Against Tuberculosis and Lung Disease - The Union) which has financial and management responsibilities and is represented on the Organising and Scientific Committees with financial roles and responsibility for meeting the ambitions of the Advisory Board.

Organising Committee

The Organising Committee provides overarching vision, theme, objectives, communication goals and key messages for the Conference. It is co-chaired by the President of the Conference, an Advisory Board representative and the Executive Director of the Conference Secretariat or his/her designate. The Organising Committee members are:

  • Dr Harry Lando: Distinguished International Professor in the Division of Epidemiology and Community Health, School of Public Health at the University of Minnesota and the Chair of the 17th WCTOH Organising Committee (United States of America)
  • Dr Flavia Senkubuge: Medical Doctor, specialist in Public Health Medicine. She is the Vice-President of the African Federation of Public Health Association (AFPHA) and the Conference President of the 17th WCTOH (Republic of South Africa)
  • Ms Dorcas Kiptui: Head of Tobacco Control unit, Ministry of Health (Kenya)
  • Dr. Yogan Pillay: Deputy Director-General for Health, South Africa National Department of Health (Republic of South Africa)
  • Gail Andrews: Team Lead Prevention at Centers for Disease Control and Prevention (Republic of South Africa)
  • Dr Yussuf Saloojee: Executive Director at the National Council Against Smoking (Republic of South Africa)
  • Ms Vimla Moodley: National Department of Health (Republic of South Africa)
  • Ms Kellen Namusisi: Technical advisor Monitoring & Evaluation at the Centre for Tobacco Control in Africa. (Republic of Uganda)
  • Dr Douglas William Bettcher: Director Department for Prevention of Non-communicable Diseases, World Health Organization (Switzerland)
  • Dr William Kiberenge: Tobacco Control Programme, WHO Regional Office for Africa (Republic of Uganda)
  • Ms Omara Dogar: Research Fellow and PhD Student, University of York (United Kingdom)
  • Mr Wael Almahmeed: Staff Physician, Heart & Vascular Institute at Cleveland Clinic, Abu Dhabi (United Arab Emirates)

Scientific Committee

The Scientific Committee designs the programme content and is co-chaired by a technical expert of the Conference Secretariat and a nominee of the Local Partner.
